strategy_not_checked

What happened#

A version written as code is checked after it is saved, and only a version that passed can be run. Naming one that failed its check, or whose check has not finished, is refused with 409 before anything is queued.

What to do#

Fix what the check reports, save a new version and run that one. Check before publishing lists what the check looks at.
