The run's instruments were measured on broker clocks too far apart for one offset.

## What happened

This run's instruments were measured on broker clocks more than an hour apart, so one time offset cannot serve them all. Before a run starts, the engine settles every setting it depends on, and a setting that cannot be settled ends the run with this code without testing anything. The engine's own text is in `detail.reason`.

## What to do

Set the broker time offset by hand in Execution, or test these instruments separately.
